When the Congress high command chose Siddaramaiah as CM and D.K. Shivakumar as Deputy CM following the May 2023 elections, unconfirmed reports suggested a power-sharing formula where Siddaramaiah would serve for 2.5 years, followed by Shivakumar for the remainder of the term.

He has repeatedly asserted that he will continue as the Chief Minister for the full five-year term, ruling out the existence of a rotational formula. He has stated that while everyone must abide by the party high command’s decision, he believes he will complete his tenure. He recently dismissed the talk of a “November Revolution,” calling such predictions routine.
Deputy CM D.K. Shivakumar has also tried to quell the public debate on the matter. He has issued a stern warning to Congress MLAs who have been publicly demanding a change in leadership in his favour.
The state Congress committee, led by Shivakumar, recently issued show-cause notices to at least two party leaders for making public statements about a change in Chief Minister, stressing that no one should discuss the CM post-sharing.
AICC General Secretary K.C. Venugopal has also weighed in, stating that the Congress is fully capable of handling decisions regarding its state leadership and that the media should not worry about the “five years, 2.5 years” issue.
While the internal rivalry remains evident through the public statements of pro-Shivakumar MLAs and opposition leaders predicting a change, the official and disciplined position of the Congress party and Chief Minister Siddaramaiah is that there will be no change in the Chief Minister’s post in November 2025.
