ADR Report: Congress tops in family politics, Karnataka ranks 4th
ADR Report Out: The claim that the Congress party tops in family politics and Karnataka ranks 4th in dynastic rule is consistent with findings from a recent report by the Association for Democratic Reforms (ADR).
ADR report says that the Indian National Congress (INC) has the highest proportion of legislators from dynastic backgrounds among the national parties, with 32% of its sitting MPs, MLAs, and MLCs having a dynastic background. For comparison, the analysis indicated that the BJP had 17% of its sitting legislators from dynastic backgrounds.
State-Wise Analysis (Karnataka Ranks 4th):
When looking at the proportion of dynastic legislators among all sitting MPs, MLAs, and MLCs in large states, Karnataka ranks highly. The ranking based on the proportion of dynastic legislators is:
1. Andhra Pradesh: 34%
2. Maharashtra: 32%
3. Karnataka: 29% (94 out of 326 legislators)
4. Bihar: 27% (Based on a different metric of absolute numbers, Karnataka is often listed after UP, Maharashtra, and Bihar, but by proportion, it is the 3rd highest among large states). The total figures indicate that approximately 21% (or 1 in 5) of all sitting legislators across India have a dynastic background.
The report, which analyzed 5,204 sitting legislators. Approximately 21% (about one in five) of all sitting legislators in India come from dynastic backgrounds (immediate or extended family members who have held or are holding elected/significant political positions). Dynastic representation is highest in the Lok Sabha (Parliament’s lower house) at 31%, and lowest in the State Assemblies at 20%.
The rate of dynastic background is more than twice as high among women legislators (47%) compared to their male counterparts (18%). This suggests that political entry for women is often mediated by family connections.
Party Trends (National Parties):
Indian National Congress (INC): Highest proportion among national parties at 32% of its sitting legislators being dynasts.
Bharatiya Janata Party (BJP): Reported dynastic representation at 17% (or 18% in some analyses).
CPI(M): Showed the minimal dynastic influence at 8%.
State Party Trends: Regional parties like NCP-Sharadchandra Pawar (42%), JKNC (42%), YSRCP (38%), and TDP (36%) exhibit some of the strongest dynastic tendencies.
State-wise High Proportions (Larger States): In terms of proportion, Andhra Pradesh has the highest share of dynastic representation at 34%, followed by Maharashtra (32%), and Karnataka (29%). In absolute numbers, Uttar Pradesh ranks highest with 141 dynastic legislators.
