As per the new directive, ration cards that have not been used to collect food grains from Fair Price Shops for six consecutive months will be automatically cancelled and removed from the database.

The Karnataka Department of Food, Civil Supplies and Consumer Affairs has introduced a major reform under the Smart Public Distribution System (Smart PDS) to make the ration distribution system more transparent and efficient. As per the new directive, ration cards that have not been used to collect food grains from Fair Price Shops for six consecutive months will be automatically cancelled and removed from the database. The department has already issued the order to all district and taluk food supply offices for implementation.
Aadhaar-Based Verification and Mandatory e-KYC:
Following the directions of the Central Government, the department has intensified Aadhaar-based verification to prevent the misuse of ration cards and eliminate fraudulent beneficiaries.
If an individual is found to possess more than one ration card, or if members of the same family are enrolled under multiple ration cards, such cards will be cancelled immediately.
Beneficiaries whose ration cards are cancelled will be required to complete the e-KYC process within three months. The cards will be reactivated only after successful verification, following which ration distribution will resume.
The new policy is expected to have the greatest impact on Non-Priority (White) Ration Card holders. These beneficiaries are entitled to only 2 kg of rice per month at a subsidised price of Rs 10.90 per kg. Since the quantity is minimal, many cardholders do not regularly visit Fair Price Shops to collect their ration.
As a result, a large number of White Ration Card holders are among those who have not collected ration for the past six months and now face the risk of cancellation.
Ration Card Essential for Government Benefits:
Apart from receiving subsidised food grains, a ration card serves as an important identity and eligibility document for availing various government welfare schemes, student scholarships, educational benefits, and other public services.
Officials have cautioned that beneficiaries who stop collecting ration simply because they do not require food grains may end up losing their ration cards, which could create difficulties while accessing government schemes in the future.
Meanwhile, there have also been complaints that several Fair Price Shops have not received adequate rice supplies during the festive season, making it difficult to distribute ration to all White Ration Card holders.
