With the city’s growing population and increasing demand for rental spaces, PG facilities have expanded rapidly across Bengaluru. However, the Greater Bengaluru Authority (GBA) has now decided to bring stricter regulations for PG accommodations operating in the city.
The civic body is preparing a new set of guidelines to improve safety, hygiene and living standards in PG facilities. The move is also expected to impact room charges, with residents facing the possibility of a rent increase after the introduction of a new rate structure.
New PG Rules to Increase Operational Costs:
The GBA’s proposed regulations are aimed at ensuring that PG facilities provide basic amenities and maintain proper safety standards. However, PG operators may have to invest more in infrastructure upgrades, fire safety systems, hygiene facilities and licensing procedures.
Industry sources suggest that the additional expenses involved in meeting these requirements could eventually lead to an increase in monthly PG charges. Residents staying in budget and semi-furnished PGs may see a change in room tariffs once the new rules are implemented.
GBA Cracks Down on Unauthorised PG Facilities:
The rapid growth of PG accommodations has also resulted in many facilities operating without proper permissions. According to civic officials, several PGs have been functioning in residential buildings without meeting mandatory safety and hygiene requirements.
To address this issue, the GBA has instructed health department officials and inspectors to conduct regular inspections across Bengaluru. Officials will verify whether PG owners have obtained necessary approvals and are following the prescribed standards. PG facilities found violating the rules may receive notices, face penalties or even be ordered to shut down.
Why Is GBA Introducing New PG Regulations?

Mandatory Guidelines for PG Owners:
Under the proposed rules, PG operators will have to comply with several conditions:
1.Separate entry and exit facilities must be provided.
2. CCTV cameras must be installed, with recordings preserved for at least 90 days.
3. Every resident must get a minimum living area of 70 square feet.
4. Clean drinking water facilities must be available.
5. Toilets and common areas must be maintained hygienically.
6. Fire extinguishers and other safety equipment must be installed.
7. PG owners must obtain required licences and permissions.
8. Food-serving PGs must get approval from the Food Safety and Standards Authority of India (FSSAI).
9. Emergency contact details of police and civic authorities must be displayed prominently.
10. First-aid kits must be available.
11. Waste segregation and disposal rules must be followed.
Bengaluru Has Thousands of PG Residents:
Bengaluru, known as India’s technology hub, attracts lakhs of students and employees every year. Areas such as Koramangala, HSR Layout, Marathahalli, Whitefield, Electronic City, BTM Layout, Bellandur and Yelahanka have a large number of PG facilities due to their proximity to educational institutions and IT companies.
For many newcomers, PG accommodation remains the most convenient option due to lower costs compared to independent rental houses. However, residents often raise complaints about overcrowding, high deposits, food quality and lack of basic facilities.
Residents Await Final Decision on New Rates:
While the GBA is working on implementing the new guidelines, the final decision regarding the revised PG rate structure is yet to be announced. Officials are expected to release detailed rules and pricing-related information after completing consultations with stakeholders.
The upcoming regulations are expected to bring major changes to Bengaluru’s PG accommodation sector, affecting both operators and thousands of residents who depend on these facilities for affordable housing.
