On Monday, June 30, 2025, while in Bengaluru, Congress President Mallikarjun Kharge explicitly stated that any decision about changing the Chief Minister of Karnataka is “in the hands of the high command.” He added that “nobody can say here what is going on in the high command,” and that the high command “has got power to take further action,” while urging people not to create “unnecessary complications.”

The buzz about a potential change in leadership has been persistent since the Congress came to power in Karnataka in 2023. This is largely fueled by the unconfirmed but widely speculated 2.5-year power-sharing agreement between Chief Minister Siddaramaiah and Deputy Chief Minister D.K. Shivakumar.
Differing Voices within Congress:
Some MLAs and ministers loyal to D.K. Shivakumar have openly suggested that he might take over the CM’s post in a few months, with some even hinting at “revolutionary” political developments after September.
Siddaramaiah’s loyalists, including his son Yathindra Siddaramaiah, have firmly dismissed these rumors, stating that Siddaramaiah will serve the full five-year term and enjoys the support of the high command and MLAs.
Both Siddaramaiah and D.K. Shivakumar have publicly displayed a united front, dismissing reports of a rift and affirming that their government is stable. Randeep Singh Surjewala, the Congress General Secretary in charge of Karnataka, has also been involved, with Kharge mentioning that decisions would be made based on his report and feedback. However, Surjewala himself has dismissed the rumors as “figment of imagination.”

Essentially, while the rumors and internal discussions continue, Mallikarjun Kharge has confirmed that the final authority lies with the Congress high command. This statement maintains the party’s official stance that such decisions are centrally controlled and not subject to local speculation.
