IAS officer files FIR against IAS husband alleging assault, illegal confinement and death threats

Jaipur: In a sensational case that has sent shockwaves through Rajasthan’s bureaucratic circles, senior IAS officer Bharti Dixit has filed an FIR against her husband, Ashish Modi, also an IAS officer, alleging domestic violence, physical assault, illegal confinement, and death threats to her and her family members.

According to the complaint filed at a Jaipur police station, Bharti Dixit, currently serving as Joint Secretary in the Finance Department, accused her husband, who serves as Director in the Department of Social Justice and Empowerment, of continuous physical and mental abuse. Both officers belong to the 2014 batch of the Rajasthan cadre.

In her complaint, Bharti stated that Ashish Modi exploited her emotional vulnerability in 2014 when her father was battling cancer and coerced her into marriage by concealing critical information about himself. “After marriage, he began subjecting me to physical and psychological torture. He frequently consumed alcohol and maintained contacts with people having criminal backgrounds. When I questioned his behavior, he physically assaulted me,” the complaint said.

Bharti added that their daughter was born in 2018, but Modi’s violent behavior only intensified thereafter. She alleged that he repeatedly forced her to leave Jaipur and, during one such confrontation in October 2025, he and an associate confined her inside a government vehicle, threatening to kill her and her parents if she refused to grant him a divorce. “He held a gun to my head and forced me to speak to my father, dictating what I should say,” she stated.

In another shocking revelation, Bharti accused Ashish Modi of placing hidden cameras in her room and connecting them to his mobile phone. She further alleged that he hacked her phone to access sensitive government documents. “He misused government facilities and official privileges for personal and criminal activities,” she said in her statement.

The FIR also names Surendra Vishnoi and Ashish Sharma as co-accused for allegedly assisting Modi in the acts of intimidation and illegal confinement. Bharti has sought police protection for herself and her family, citing credible threats to their lives.

Efforts to contact Ashish Modi for comment were unsuccessful, as he did not respond to calls or messages. The Jaipur police have initiated an investigation into the serious allegations, which could lead to administrative as well as criminal action.

This case has stirred significant concern within administrative circles, with several bureaucrats privately expressing shock over the nature of the allegations. Women’s rights activists have demanded strict legal action and departmental inquiry against the accused officer.
