WhatsApp Messages Will Not Become Paid for Regular Users From October 1
WhatsApp is changing how Meta charges businesses for certain customer messages from October 1, while regular users can continue sending and receiving messages without paying.

There has been growing discussion online about WhatsApp users having to pay for sending messages from October 1. However, the upcoming change is related to the WhatsApp Business Platform and does not introduce a charge for ordinary users.
Meta is changing its business messaging pricing in India from October 1, 2026. The revision affects businesses that use the WhatsApp Business Platform to communicate with customers, particularly when sending utility messages such as order confirmations and delivery updates.
Regular WhatsApp users will not be charged for sending messages to friends, family or businesses. Customers can also continue contacting businesses without paying a messaging fee. Meta has continued to position WhatsApp as a platform for everyday conversations and business interactions.
Under the revised system, businesses will have to pay for certain utility messages delivered to customers. The change is particularly relevant to companies that send a large number of order related notifications, delivery updates and other service information through the WhatsApp Business Platform.
There is also a monthly free allowance. Each business phone number will receive 1,000 free service replies every month. Once that allowance is used, additional service messages can attract charges based on the applicable rates.
For utility messages in India, the stated rate is ₹0.115 per delivered message before GST. With 18 percent GST, the effective cost works out to approximately ₹0.136 per message. For example, 1,000 paid utility messages would cost ₹115 before GST and around ₹135.70 after GST.
Meta also has separate pricing for other categories of business communication. Marketing messages, which can include promotional offers and sale announcements, are charged at a higher rate, while authentication messages such as one time passwords have a separate rate.
Not every business conversation will suddenly become chargeable. Customers can still send messages to businesses without paying a messaging fee. The pricing change is aimed at the businesses using Meta’s business messaging infrastructure rather than people using the regular WhatsApp service.
Another important provision involves conversations that begin through certain Facebook advertisements. Meta maintains a 72 hour free messaging window for conversations that originate through Click to WhatsApp advertisements or relevant call to action buttons. During this period, eligible businesses can continue communicating with customers without the applicable messaging charges.
The change reflects Meta’s broader effort to build WhatsApp as a platform for customer service, shopping and business communication. The company has been adding more tools for businesses, including AI based customer support and other services designed to help companies manage conversations at scale.
For everyday WhatsApp users, therefore, there is no need to worry about paying to send normal messages from October 1. The upcoming pricing revision is focused on businesses using the WhatsApp Business Platform and certain types of messages they send to customers.
