Digital Arrest Scam: Narendra Modi government issues strict instructions to WhatsApp

In a recent March 2026 meeting with Meta-owned WhatsApp, the government issued several strict directives aimed at dismantling the infrastructure used by these cybercriminals.

Digital Arrest Scam: The Indian government, through a high-level Inter-Departmental Committee (IDC) formed by the Ministry of Home Affairs, has indeed stepped up its crackdown on “digital arrest” scams. In a recent March 2026 meeting with Meta-owned WhatsApp, the government issued several strict directives aimed at dismantling the infrastructure used by these cybercriminals.

Here is new measures and instructions:

1. Blocking Device IDs (IMEI):

One of the most significant moves is the directive to block the Device IDs of repeat offenders.

Why it matters: Previously, scammers could simply create a new account after being banned. By identifying and blocking the hardware (the phone itself), the government aims to prevent them from using the same device for future frauds. WhatsApp has been asked to submit a detailed proposal on this within 45 days.

2. Mandatory SIM Binding:

The Department of Telecommunications (DoT) has directed WhatsApp and other messaging apps to implement SIM binding.

How it works: This ensures that a WhatsApp account can only be used with a specific, active SIM card on a single device. It effectively eliminates anonymous or multi-device usage that scammers frequently exploit to hide their tracks.

3. “Skype-like” Safety Features:

The government has asked WhatsApp to introduce interface updates similar to those on Microsoft’s Skype to help users identify callers:

More Caller Info: Providing deeper context on who is calling.

Warning Signals: Real-time alerts for suspicious or unverified accounts.

Detection of Scam Networks: Better internal systems to flag coordinated groups of fraudsters.

4. Cracking Down on Impersonation & APKs:

Logo Detection: WhatsApp is deploying AI/ML systems to detect the unauthorized use of official logos (CBI, Delhi Police, etc.) in profile pictures.

APK Blocking: Instructions were issued to strengthen technology that detects and blocks harmful APK files (Android application packages), which are often sent to victims to compromise their devices.

Data Retention: WhatsApp must now ensure that data from deleted accounts is retained for at least 180 days to support law enforcement investigations, as mandated by the IT Rules, 2021.

Critical Reminder: “Digital Arrest” is a Myth:

Prime Minister Modi has clarified multiple times, including in recent Mann Ki Baat episodes, that:

No legal provision exists for a “digital arrest” in India.

Government agencies (CBI, ED, Police, Customs) will never interrogate you or demand money via video call.

Legitimate agencies never ask for “security deposits” or for money to be moved to an “escrow account” to clear your name.

If you receive such a call:

STOP: Do not panic or share any details.

THINK: No agency arrests people via WhatsApp.

ACT: Report it immediately by calling 1930 or visiting cybercrime.gov.in.
