Karnataka: Multiple reports over the years have highlighted the issue of fake BPL (Below Poverty Line) cards in Karnataka. The Karnataka government has conducted several drives to identify and cancel fake BPL cards. In recent years, millions of fake cards have been cancelled. One report mentioned that the cards of 20 lakh fake laborers were eliminated in the state. Another report from an earlier time stated that 12.3 lakh cards were suspended after holders failed to provide proof of identity.

The government’s focus is on weeding out ineligible beneficiaries who have obtained BPL cards by providing false information. This includes government employees, income tax payers, individuals who own multiple cars, or those with more than three hectares of land.

The government has warned that individuals with fake BPL cards will face legal action, including criminal prosecution and penalties. In some cases, a fine is imposed, calculated based on the value of the benefits received.

To help in the identification process, the state has, in the past, offered rewards to individuals who provide information about illegal BPL card holders. Tip-offs can be given in a written application to the Food and Civil Supplies Department.

The use of technology, such as linking ration cards to Aadhaar, has been a key strategy to curb the misuse and detect fake cards. This is part of a larger push for end-to-end computerization of the public distribution system.

Reports from late 2024 and early 2025 indicate a significant drive by the Karnataka government to identify and cancel Below Poverty Line (BPL) cards held by ineligible individuals. The numbers cited in various news articles have fluctuated, but they all point to a major crackdown.

The government has identified a large number of BPL cards held by people who do not meet the eligibility criteria. One report from July 2024 suggested that the government was considering canceling around 40 lakh BPL cards, which would be about 20% of the total 1.27 crore BPL cardholders in the state.

Other figures cited in later reports mentioned that around 22.6 lakh individuals were deemed ineligible for BPL status. The cancellation drive specifically targets individuals who are financially sound but have obtained BPL cards by providing false information. This includes:

Government employees

Income tax payers

Households with more than three hectares of dry or irrigated land

Individuals who own vehicles (tractors, maxicabs, taxis, or other four-wheelers)

While the government has been firm about weeding out ineligible beneficiaries, it has also faced criticism from the opposition and concerns from the public. In response, Chief Minister Siddaramaiah and Deputy Chief Minister D.K. Shivakumar have clarified that the cards of genuine, eligible beneficiaries will not be canceled and that any wrongly canceled cards would be reissued.

A review process is underway to rectify any errors and ensure that the benefits reach those who truly need them. In some cases, the government has collected fines from people who had fake BPL cards.

For example, in a drive from 2021 to mid-2022, a fine of over Rs. 11.91 crore was collected from ineligible cardholders. In some instances, the government has warned that criminal cases and fines would be imposed if people with fake cards do not return them voluntarily.

In essence, the Karnataka government is conducting a major cleanup of its BPL card database to ensure that its welfare schemes are not misused and that the benefits are delivered to the intended, low-income population.
