DK Shivakumar Gives Major Update on Congress Governments Sixth Guarantee Bhoomi Guarantee

Karnataka Chief Minister DK Shivakumar has announced a major update on the Congress governments sixth guarantee, known as Bhoomi Guarantee. The scheme, which has been discussed mainly in the context of Bengaluru, is now expected to be extended across the state.

The announcement came after a meeting at Vidhana Soudha with officials from the Karnataka State Guarantee Schemes Implementation Authority. Authority chairman H M Revanna met Shivakumar for discussions on the implementation of various guarantee related measures.

Speaking after the meeting, Shivakumar said the government has a responsibility to safeguard citizens who give up their land for public development and government projects. He stressed that landowners should not face difficulties because they contributed their property for such purposes.

Under the proposed Bhoomi Guarantee framework, the government plans to provide greater clarity and legal security regarding land records. This includes property subdivision and the lawful conversion of B Khata properties into A Khata wherever eligible under the existing legal framework.

The government also plans to issue official documents carrying beneficiary photographs. Shivakumar said there would be no room for bogus registrations or fraudulent property records.

The proposed safeguards are also intended to prevent problems during future property transfers, bank loan applications and family property divisions. According to Shivakumar, work on these issues had already been initiated during Krishna Byre Gowda tenure as Revenue Minister and the government is continuing the process.

The Chief Minister also addressed questions surrounding the ongoing KPSC controversy. Responding to Union Minister H D Kumaraswamy allegations, Shivakumar said Kumaraswamy was not fighting the Congress government but was effectively taking on his alliance partner BJP.

Shivakumar said he welcomed Kumaraswamy statement that he would release documents relating to the issue. He added that the facts would eventually become clear and that time would provide the appropriate answer.

On the investigation into alleged irregularities involving KPSC, Shivakumar maintained that he would not interfere with the inquiry. He said the government would wait for the complete investigation report before making further details public.

The Chief Minister also pointed out that questions regarding the appointment of members to KPSC could be examined in the wider political context. He said there was currently considerable internal disagreement within the BJP.

Meanwhile, Shivakumar responded to opposition plans for a padayatra against the government. He said the Congress would decide its response after the opposition begins its proposed campaign.

He also said the government was prepared to discuss important matters during the legislative session, including the Kasturirangan report and issues concerning farmers. The government plans to gather the views of legislators before taking its position on such matters.

With the Bhoomi Guarantee now being positioned as a statewide initiative, the governments next challenge will be to establish a clear implementation process while ensuring that genuine landowners receive secure and legally valid property records.
