The event was planned by a trust owned by MLA Ashok Rai and was part of a program to distribute plates and clothes to people on the occasion of Diwali. CM Siddaramaiah inaugurated the program. The police department, which had earlier made appropriate arrangements, had also brought small children with them, and people were suffering due to lack of drinking water.

It has been said that proper arrangements were not made on the ground, which was muddy due to rain. Yesterday (October 19), the police department had written a letter to the event organizers, instructing them to make proper arrangements.
