Karnataka Guarantee Schemes Face Questions Over Spending Figures

Karnataka’s guarantee schemes have come under renewed political scrutiny after opposition leader R Ashoka questioned the differences between figures presented by the government on beneficiaries and expenditure.

Ashoka has alleged that the numbers mentioned by Chief Minister D K Shivakumar during his Independence Day speech do not match figures previously shared through official government statements and social media posts. He has asked the government to explain the discrepancies and publish a detailed white paper.

The controversy has mainly focused on the Shakti and Gruha Lakshmi schemes. According to Ashoka, different figures have emerged from the Chief Minister’s Office, the government and the Guarantee Implementation Committee, creating confusion over the actual number of beneficiaries and the money spent.

Questions over Shakti scheme figures

Ashoka has raised particular concerns about the expenditure reported under the Shakti scheme, which provides free bus travel to eligible women in Karnataka.

He pointed to figures cited by the Chief Minister in the Independence Day address and compared them with numbers shared earlier through the Chief Minister’s official social media account. Ashoka claimed that the earlier figures indicated higher expenditure and a different number of journeys.

According to his argument, the difference between the figures amounts to several thousand crore rupees. He has asked the government to explain why the reported expenditure appears to have changed and which set of figures should be considered correct.

Gruha Lakshmi numbers also questioned

The Gruha Lakshmi scheme has become another point of contention. Ashoka said earlier government communications had placed the number of beneficiaries at around 1.24 crore.

He then pointed to the figure mentioned by Shivakumar in his Independence Day speech, which he said was around 1.28 crore. Ashoka questioned the difference of nearly four lakh beneficiaries and asked the government to clarify the reason behind the change.

He also questioned whether the varying numbers came from different periods of data collection or reflected a genuine change in the beneficiary base.

Ashoka demands complete financial details

The opposition leader has accused the government of creating confusion by presenting different figures through various official channels. He has questioned whether the figures provided by government departments, ministers and the Guarantee Implementation Committee are being properly reconciled.

Ashoka said public money is involved in these schemes and therefore the government should provide clear and consistent information about every major expenditure and the number of people receiving benefits.

He has demanded that the government release a white paper covering the guarantee schemes, including beneficiary numbers, expenditure and other relevant financial details.

The allegations are political claims from the opposition and do not by themselves establish that money has been misused. The government would need to reconcile the different figures and provide supporting records before any conclusion can be drawn about the alleged discrepancies.

The latest dispute is likely to keep the guarantee schemes at the centre of Karnataka’s political debate, particularly as both their financial impact and beneficiary reach continue to attract attention.
