Angelo Mathews Timed Out in First time in Cricket history: What is ‘Timed Out’

What is ICC Time Out rule:

If a player is dismissed or retires during a cricket match, the new player must arrive at the crease within 3 minutes and face the first ball. The umpire has the authority to declare such a player out if he fails to face a first ball within 3 minutes.

At present, there is a debate going on in the cricket circle against the decision given by the umpire. The umpire is correct in declaring Mathews out, some others are saying that it is wrong. But according to the ICC rule, the umpire has given a decision, and the timeout is likely to be implemented more effectively in the coming days.
