Deputy commissioner transferred abruptly, CEO Anuradha promoted as Bengaluru Rural DC, triggers controversy

Bengaluru : The Karnataka government’s sudden transfer of Bengaluru Rural Deputy Commissioner A.B. Basavaraj without posting him to a new position, and the simultaneous promotion of Zilla Panchayat CEO K.N. Anuradha as the new Deputy Commissioner, has sparked widespread discussion and controversy within administrative and political circles.

Bengaluru Rural district, located on the outskirts of Bengaluru and home to the Kempegowda International Airport region, is often referred to as the “Future Bengaluru” due to its rapid urbanisation and strategic importance. The district has become a highly sought-after posting for senior bureaucrats because of its growth potential and administrative significance.

A.B. Basavaraj had been serving as the Deputy Commissioner for just about a year and was considered an active and accessible officer who worked closely with the public and various departments. However, in a sudden move, the state government transferred him without assigning a new posting, leaving many officials surprised. Administrative sources indicated that Basavaraj himself was taken aback by the abrupt decision.

At the same time, K.N. Anuradha, who had been serving as the CEO of the Bengaluru Rural Zilla Panchayat for the past two-and-a-half years, has been promoted and appointed as the new Deputy Commissioner. Adding to the unusual nature of the decision, she has also been allowed to continue as the in-charge CEO of the Zilla Panchayat, effectively holding dual responsibilities temporarily.

Anuradha’s appointment has attracted attention due to her personal connections within political circles. She is the spouse of the personal secretary to Karnataka Minister K.H. Muniyappa. This has led to discussions and allegations in certain quarters that her elevation and continued presence in key administrative roles within the district may have been influenced by proximity to political power. However, there has been no official confirmation or response from the government regarding such claims.

Observers note that both Basavaraj and Anuradha were actively involved in district administration and had been working on several developmental initiatives. The decision to transfer Basavaraj without an immediate reassignment has raised questions about administrative transparency and the criteria used for such transfers.

The development comes at a time when the Karnataka High Court had recently expressed concern over the practice of transferring officers without providing them with immediate postings. The court had emphasised the need for administrative stability and fairness in transfers.

The latest reshuffle in Bengaluru Rural has once again brought focus on bureaucratic transfers and the influence of political considerations in administrative appointments. The government is yet to issue a detailed explanation regarding the sudden transfer and dual responsibilities assigned to the new Deputy Commissioner.
