Bengaluru Warns Vacant Plot Owners of Heavy Penalties Over Poor Maintenance

Bengaluru civic authorities have launched a major cleanliness drive across the city and issued a strict warning to owners of vacant plots. Property owners have been directed to remove accumulated waste and debris from their sites before August 15, failing which they could face hefty penalties of up to Rs 100000 along with the cost of cleanup.

The initiative is part of the August 2026 Waste Free campaign, which aims to make Bengaluru cleaner, healthier, and more livable. Under the campaign, all urban local bodies functioning under the Greater Bengaluru Authority will work together to eliminate garbage hotspots, construction debris, abandoned materials, tree branches, electric poles, and other waste lying on public roads and open spaces.

Officials have reminded landowners that maintaining vacant plots in a clean and hygienic condition is not optional but a legal responsibility. The requirement is clearly mentioned under the Solid Waste Management Bye Laws 2020, making plot owners accountable for ensuring their properties do not become dumping grounds.

Authorities have instructed all owners of vacant sites to completely remove garbage and debris from their properties by the August 15 deadline. If they fail to comply, the municipal body will carry out the cleaning operation itself. The expenses incurred will then be recovered from the property owner based on the size of the land and the amount of waste removed. These charges will be collected along with the property tax under the applicable civic regulations.

The administration has also warned that unpaid dues may be recovered under the provisions of the Karnataka Land Revenue Act 1964. In addition to cleanup costs, repeat violations could attract significant monetary penalties. The first violation may result in a fine of Rs 25000, while subsequent violations can lead to penalties ranging from Rs 50000 to Rs 100000.

Residents have also been encouraged to support the campaign by reporting neglected vacant plots that continue to remain filled with waste after the deadline. Complaints can be submitted through the designated WhatsApp chatbot by sending photographs of the site along with GPS coordinates. Officials have assured that the identity of complainants will remain confidential.

The Greater Bengaluru Authority has further advised property owners to install proper fencing or compound walls around cleaned plots to prevent illegal dumping in the future. Civic officials said public participation is essential for building a cleaner and more sustainable Bengaluru and urged citizens and landowners to cooperate fully with the campaign.
