Bhu-Aadhaar: Government introduced Aadhaar card for land
Bhu-Aadhaar: The Delhi government has taken a major step to resolve land disputes. From today, every plot of land in the capital will get a 14-digit unique identification card. This ID is called “Bhu-Aadhaar”, though its official title is Unique Land Parcel Identification Number or “ULPIN”.
State Chief Minister Rekha Gupta has hailed it as a transformative initiative that will help fulfil the vision of Digital India. The “Bhu-Aadhaar” (or ULPIN) initiative is indeed a major shift for the capital.
Following the 2025 Delhi Assembly elections, where the BJP returned to power after 26 years, Chief Minister Rekha Gupta has prioritized this digital transformation to clean up the city’s complex land records.
Much like a personal Aadhaar, the ULPIN is a unique alphanumeric code assigned to every land parcel. It is based on the precise longitude and latitude of the plot. The goal is to create a digital record that includes ownership details, plot size, and exact boundaries, which can be easily verified by banks, buyers, and government departments.
The government is using drone surveys and high-resolution geospatial data (roughly 2 terabytes of it) provided by the Survey of India to ensure the mapping is accurate. A successful pilot was recently completed in Tilangpur Kotla village in West Delhi, where 274 records were generated. The project is now expanding citywide in phases.
This move is primarily aimed at curbing the “land mafia” and reducing the constant litigation over boundary disputes that often trap middle-class families in legal battles for decades. By linking textual records with geo-referenced maps, it becomes nearly impossible to register the same plot twice or sell land with fraudulent maps.
