Belagavi Health Officer Served Show Cause Notice Over Lapses During Deputy Chief Minister Visit

The Belagavi District Health Officer has been issued a show cause notice following allegations of failing to ensure mandatory medical arrangements during Deputy Chief Minister DK Shivakumar’s recent visit to the district. Officials claim that established VIP protocol was not fully followed, prompting an official inquiry into the matter.

According to the notice, authorities found that an Advanced Life Support ambulance and specialist medical team were not deployed as required during the high level visit. Instead, a standard ambulance was reportedly assigned despite government guidelines calling for a fully equipped emergency medical vehicle for such occasions.

The inquiry also noted that the District Health Officer, Eshwar Gadad, was allegedly not present during the visit. Officials further stated that essential emergency medical equipment, including a glucometer and blood pressure monitoring devices, was unavailable at the designated location, raising concerns about preparedness.

Another issue highlighted in the notice relates to the medical personnel assigned during the Deputy Chief Minister’s stay. Instead of appointing specialist doctors as required under protocol, postgraduate doctors were reportedly deployed. Authorities have described this as a deviation from the prescribed arrangements for VIP visits.

The show cause notice states that these shortcomings amount to negligence in the discharge of official duties and a violation of established protocol. It further says that emergency medical services expected during visits by senior government leaders were not provided in accordance with official instructions.

The District Health Officer has been directed to submit a written explanation within seven days of receiving the notice. Authorities have asked him to clarify why disciplinary action should not be initiated over the alleged lapses.

The notice also warns that if no response is submitted within the stipulated period, or if the explanation is found to be unsatisfactory, the matter may be referred to the state government for disciplinary proceedings under the applicable service rules.

The action has been initiated by the Chief Executive Officer of the Belagavi Zilla Panchayat after a review of the arrangements made during the Deputy Chief Minister’s visit. Officials maintain that adherence to medical and security protocols is essential during visits by senior public representatives to ensure their safety and readiness for any medical emergency.

The case has drawn attention to the importance of strict compliance with official procedures during visits by high ranking dignitaries. The outcome will depend on the explanation submitted by the District Health Officer and the findings of the authorities after examining his response.
