DK Shivakumar Calls for Guarantee Committees in Every Gram Panchayat

Karnataka Chief Minister D K Shivakumar has announced plans to create six member guarantee committees in every gram panchayat across the state, giving Congress workers a larger role in the implementation and outreach of the governments guarantee programmes.

Speaking to party workers at an event held on Wednesday to mark the fourth anniversary of the Bharat Jodo Yatra, Shivakumar said steps were being taken to empower workers who continue to stand with the Congress organisation.

The Chief Minister said legislators have been instructed to complete the formation of the committees within the coming week. The proposed structure is expected to give party workers responsibilities at the grassroots level and create a stronger connection between government programmes and local communities.

Shivakumar also said that around 250 people in each taluk would be given authority as part of the broader effort to strengthen the party network. His comments came while addressing Congress workers and discussing the role of the organisation at the local level.

The guarantee committees are expected to become an important part of the governments grassroots structure. With a committee planned for every gram panchayat, Congress workers could get a more direct role in monitoring and promoting the guarantee schemes among beneficiaries.

During his speech, Shivakumar also took aim at the BJP and JD(S), comparing their political approach with that of the Congress. He said Congress workers had a strong tradition of participating in public movements and carrying the national flag.

The Chief Minister also spoke about the history of the Congress and highlighted what he described as the sacrifices made by several prominent leaders of the party.

Referring to former Prime Minister Jawaharlal Nehru, Shivakumar said Nehru spent several years in prison. He also referred to Indira Gandhi and Rajiv Gandhi, saying both had sacrificed their lives, while Sonia Gandhi had given up the opportunity to hold office.

Shivakumar used these examples to describe the Congress as a party associated with sacrifice, public life and political commitment. He then questioned whether similar sacrifices could be pointed to among BJP leaders, turning his address into a wider political attack on the opposition.

The Chief Minister also challenged BJP leaders to conduct their own padayatra if they wished. He said the Congress had the strength to move ahead of them and suggested that party workers were ready to take on political challenges with greater energy.

The remarks came against the backdrop of the Congress continuing to focus on strengthening its organisation at the grassroots level. Giving local workers formal responsibilities through guarantee committees could provide the party with a wider network across rural Karnataka.

For Congress workers, the proposed committees could also bring a more direct role in government related activities. The plan places particular emphasis on gram panchayats, where local level engagement can play an important role in communicating welfare programmes and understanding public concerns.

The six member structure is expected to be implemented across the states gram panchayats, while legislators have been asked to oversee the formation process in their respective areas. The target set by the Chief Minister is to have the committees formed within the next week.

The announcement has therefore combined an organisational decision with a political message. While the guarantee committees are being presented as a way to empower Congress workers, Shivakumars address also focused heavily on the partys history and its continuing political contest with the BJP and JD(S).

The coming days will show how quickly the proposed committees are formed and what responsibilities are eventually assigned to their members. For now, the announcement gives Congress workers at the village level a potentially larger role in the states political and welfare network.
