
The Karnataka government has introduced significant changes to the guidelines of its flagship Gruha Lakshmi scheme. Under the revised rules, beneficiaries will now have to comply with a new set of eligibility and documentation requirements to continue receiving the Rs 2,000 monthly financial assistance.
The changes are part of the government’s effort to review the implementation of its guarantee schemes and address loopholes identified in the earlier system. As part of the verification process, the government will soon launch a statewide door-to-door survey to identify eligible beneficiaries. The exercise will be carried out in a manner similar to the Special Intensive Revision (SIR) process.
Information will be collected through both a dedicated mobile application and offline verification forms. Even if the details are submitted digitally through the app, beneficiaries will still be required to complete and submit the physical offline verification form.
The revised application process includes additional questions related to bank account details, Aadhaar linkage, and ration card information. Enumerators and members of the Guarantee Implementation Committee will visit beneficiaries’ homes to verify and collect the required information.
To prevent the transfer of funds to bank accounts outside Karnataka and ensure that financial assistance reaches only eligible beneficiaries, the government has introduced stricter banking requirements. Under the new guidelines, the beneficiary’s bank account must be located in Karnataka, and accounts held in other states will not be accepted.
Applicants must also provide the details of a personal savings bank account that is not linked to any loan. Joint bank accounts will not be eligible for receiving the scheme benefits. The government has also made several documents mandatory to improve transparency and eliminate irregularities.
Beneficiaries must provide their ration card number, while those whose Aadhaar has not been linked to their mobile number must complete the linkage process at the earliest. In addition, beneficiaries are required to disclose during the survey whether they or any member of their household is receiving any form of pension, as this information will be included in the verification process.
