Karnataka Chief Minister D K Shivakumar has directed the state government to take steps to prevent banks and financial institutions from deducting Gruha Lakshmi scheme payments toward outstanding loan instalments or interest.
The direction follows a request from Dinesh Gooligowda, Vice Chairman of the Guarantee Implementation Authority and a Member of the Legislative Council. He had urged the government to intervene after concerns were raised about beneficiaries losing part of their monthly assistance to loan related deductions.
Under the Gruha Lakshmi scheme, eligible women receive Rs 2000 directly into their bank accounts every month. The assistance is intended to provide financial support for household expenses and help women manage essential needs. However, concerns have emerged that some beneficiaries are unable to use the full amount because deductions are allegedly being made soon after the money reaches their accounts.
In his representation to the Chief Minister, Dinesh Gooligowda highlighted complaints involving commercial banks, private finance companies, microfinance institutions and other organisations. According to his representation, some beneficiaries had their Gruha Lakshmi payments adjusted against previous loan dues or interest.
The issue is particularly significant for women from financially vulnerable households, who may depend on the monthly payment for everyday expenses. Gooligowda said that when the amount is deducted without the beneficiary being properly informed, the purpose of the welfare scheme is affected.
Following the request, Shivakumar has instructed the Chief Secretary to issue clear directions to banks and financial institutions. The instruction is aimed at ensuring that the Rs 2000 assistance reaches beneficiaries without being used to recover loan instalments or interest.
The representation also pointed to instances where beneficiaries allegedly discovered that money had been adjusted toward loan payments without their prior knowledge. The concern raised was that government assistance meant for household requirements should not effectively become a mechanism for recovering old debts.
District level banking review meetings have also reportedly taken up the issue. According to the representation, district administrations have discussed the matter and warned that Gruha Lakshmi payments should not be seized or adjusted toward loan instalments or interest.
The Gruha Lakshmi scheme is one of Karnataka’s major welfare programmes and provides monthly financial assistance directly to eligible women. The government has positioned the scheme as a measure aimed at strengthening the financial support available to women and their families.
The latest direction is expected to provide greater clarity to banks and financial institutions dealing with accounts belonging to beneficiaries. It also comes amid repeated concerns about the way welfare payments are handled after being credited to individual bank accounts.
Gooligowda had urged the Chief Minister to take urgent action so that beneficiaries could use the entire assistance for the purpose for which it was provided. His representation stressed that women facing financial difficulties should not lose access to the monthly support because of deductions connected with earlier loans.
With the Chief Minister now directing the Chief Secretary to issue clear instructions, the state government is seeking to address the concerns raised by beneficiaries and ensure that Gruha Lakshmi payments remain available for their intended use.
The development could bring relief to beneficiaries who have reported difficulties in accessing the full monthly amount after it is credited to their accounts. Further action by the concerned departments and financial institutions will determine how the direction is implemented across Karnataka.
