Its primary objective is to achieve “Housing for All” by providing affordable housing to eligible urban and rural poor, including those from Economically Weaker Sections (EWS), Low Income Groups (LIG), and Middle Income Groups (MIG).

Pradhan Mantri Awas Yojana has two main components:

Pradhan Mantri Awas Yojana – Urban (PMAY-U): Administered by the Ministry of Housing and Urban Affairs (MoHUA), this component addresses the housing shortage in urban areas.

Pradhan Mantri Awas Yojana – Gramin (PMAY-G): Administered by the Ministry of Rural Development, this component focuses on providing housing to the rural poor.

Key Features and Components of PMAY:

In-Situ Slum Redevelopment (ISSR): This aims to redevelop existing slums by providing “pucca” (permanent) houses to eligible slum dwellers, leveraging land as a resource with the participation of private developers.

Credit Linked Subsidy Scheme (CLSS): This is a key feature where the government provides interest subsidies on home loans taken by eligible beneficiaries for purchasing or constructing a new house, or for extending an existing one. The subsidy amount varies based on the income group:

EWS (Economically Weaker Section): Annual household income up to ₹3 lakh. Eligible for a 6.5% interest subsidy on loans up to ₹6 lakh.

LIG (Low Income Group): Annual household income between ₹3 lakh and ₹6 lakh. Also eligible for a 6.5% interest subsidy on loans up to ₹6 lakh.

MIG-I (Middle Income Group-I): Annual household income between ₹6 lakh and ₹12 lakh. Eligible for a 4% interest subsidy on loans up to ₹9 lakh.

MIG-II (Middle Income Group-II): Annual household income between ₹12 lakh and ₹18 lakh. Eligible for a 3% interest subsidy on loans up to ₹12 lakh.

Note: The CLSS for MIG categories was discontinued after March 31, 2021, and for EWS/LIG categories after March 31, 2022. However, discussions and extensions on certain aspects might occur.

Affordable Housing in Partnership (AHP): This involves financial assistance from the Central Government to States/UTs for constructing houses in partnership with public or private sectors. A central assistance of ₹1.5 lakh per EWS house is provided.

Beneficiary-Led Individual House Construction/Enhancement (BLC/BLC-E): Under this, financial assistance of ₹1.5 lakh is provided to eligible families from EWS to construct a new house or enhance an existing one on their own land.

PMAY-Gramin (PMAY-G) aims to provide a “pucca” house with basic amenities to all houseless households and those living in dilapidated houses in rural areas.

Financial Assistance: Beneficiaries receive financial assistance for constructing a house. The amount varies based on the region (e.g., ₹1.2 lakh in plain areas and ₹1.3 lakh in hilly/difficult areas).

Convergence with other schemes: PMAY-G houses often include facilities like toilets (under Swachh Bharat Mission) and electricity connections.

Beneficiary Selection: Beneficiaries are identified based on the Socio-Economic Caste Census (SECC) 2011 data, with priority given to the most deprived households.

Eligibility Criteria (General for PMAY):
No Pucca House: The applicant or any family member (husband, wife, unmarried children) should not own a “pucca” house anywhere in India.

Income Categories: Applicants must fall into one of the specified income groups: EWS, LIG, MIG-I, or MIG-II (as per the income limits mentioned above).

First-Time Homeowner: The scheme primarily targets first-time homebuyers.

No Prior Benefits: The family must not have previously availed benefits of any housing-related schemes from the Central or State Government.

Woman Ownership (EWS/LIG): For EWS and LIG categories, the house should preferably be owned by a female member of the household, or jointly with a male member. This condition can be relaxed if there are no female family members.

Location: The property must be located within the statutory towns as per Census 2011 or any other town subsequently notified by the government for PMAY-U. For PMAY-G, it covers rural areas.

How to Apply:

Online:

Visit the official PMAY website (pmay-urban.gov.in for urban, pmayg.nic.in for rural).

Under ‘Citizen Assessment’ (for PMAY-U) or ‘Awaassoft’ (for PMAY-G), select the relevant option.

Enter your Aadhaar number for verification.

Fill out the online application form with personal details, income details, bank account information, and property details.

Upload required documents (ID proof, address proof, income proof, property documents, caste certificate if applicable, affidavit of no pucca house).

Submit the form and take a printout for future reference.

Offline:

Visit your nearest Common Service Centre (CSC) operated by the State Governments.

Obtain and fill out the application form.

Pay a nominal fee (e.g., ₹25 + GST).

Submit the form with all necessary documents.

Address Proof (Utility bills, voter ID, driving license, passport)

Proof of no pucca house (self-declaration/affidavit)
