The Central Government is set to implement new rules for the registration of births and deaths across the country from October 1, with the aim of making the system more accurate, transparent, and accountable.
The revised provisions under the Registration of Births and Deaths (Amendment) Act will come into force nationwide from October 1. The notification has been issued by the Registrar General of India, Mrityunjay Kumar Narayan, following the Act’s approval by Parliament and the assent of the President of India.
What Changes Under the New Rules?
The government has introduced stricter procedures for the delayed registration of births and deaths.
Delay of 1 to 2 Years:
If a birth or death is not registered within one to two years from the date of occurrence, registration will be allowed only after obtaining an order from the District Magistrate (DM), Sub-Divisional Magistrate (SDM), or an authorized Executive Magistrate. The event must be verified, and the prescribed penalty must be paid before the registration is approved.
Delay of More Than 2 Years:
For registrations delayed by more than two years, an order from a First-Class Judicial Magistrate will be mandatory. Registration will be permitted only after proper verification of documents and payment of the applicable fee.
Timely Registration Remains Mandatory:
Under the existing law, every birth or death must be registered within 21 days of its occurrence. The government says the revised rules are intended to encourage citizens to complete the registration process on time and improve the accuracy of the country’s civil registration records.
