25 lakh Bengaluru properties digitised, 9 lakh e-khatas issued: D.K. Shivakumar

Bengaluru: Deputy Chief Minister D.K. Shivakumar announced that a massive digital transformation of property records is underway in Bengaluru, with 25 lakh properties already digitised and 9 lakh e-khatas distributed to citizens so far.

Speaking to reporters after distributing khata certificates to beneficiaries, Shivakumar said the state government has directed all urban local bodies to launch a free e-khata campaign to ensure transparent and hassle-free property documentation.

“Digitisation of property records is one of our major priorities this year. Earlier, the Bhoomi project was implemented for digitising agricultural land records. Similarly, we are now scanning and digitising all property records in Bengaluru and bringing them under the e-khata system,” he said.

The Deputy CM explained that the Kaveri software in sub-registrar offices has been integrated with Aadhaar to ensure secure linking of property documents. Through the Uniform Land Record Management System, B-khata properties are being converted into A-khata.

“Already 7,000 applications have been received for conversion. This number should reach lakhs in the coming days. We have fixed a timeline of 15 days to issue khata for those who have applied,” he added.

He pointed out that many property owners currently possess only sale deeds and have never obtained khata certificates. “Around 1.20 lakh people have applied for khata. Of these, 60,000 applications have been approved, 40,000 rejected and about 15,000 are under various stages of processing. We are reviewing why some applications were rejected,” he said.

Shivakumar also spoke about developments in the Shivaram Karanth Layout project, stating that the High Court has directed compensation to land losers. “A total of 34,977 sites have been formed, of which 17,000 must be allotted to landowners.

Around 75 percent of owners have agreed. I appeal to the remaining owners to cooperate. As BDA completes 50 years, we plan to distribute all 17,000 sites on a single day,” he announced.

Under the ‘Nambike Naksha’ scheme, 12,000 building plans have been approved, reducing corruption and improving efficiency. The One Time Settlement (OTS) scheme has benefited nearly two lakh people by waiving penalties and interest, while ₹1,200 crore has been collected under the GBA jurisdiction.

Referring to the Premium FAR policy, Shivakumar said, “Though the Governor initially stayed it, the Supreme Court has sent the matter back. Many people are opting for Premium FAR, and we expect revenue of nearly ₹1,000 crore.”

He further highlighted major infrastructure initiatives under the B-SMILE programme, including investments worth ₹1.47 lakh crore, construction of a 1.5-km cut-and-cover tunnel near Mekhri Circle, traffic decongestion measures, street lighting, beautification and white-topping works as part of the Brand Bengaluru vision.
