The Karnataka State Commission for Protection of Child Rights (KSCPCR) has submitted a request to the Commissioner of School Education and Literacy Department to Change uniform for state school students. School Girls Uniform change in Karnataka: what KSCPCR said?

Make pants or Churidar (Salwar Kameez) instead of skirts compulsory for girl students from class 1 to 10 for safety and welfare. The Department of School Education and Literacy (DSEL) has said that if possible, review the uniform rules and regulations prescribed in schools and modify the uniform rules for the overall development of the girl child.

According to the Karnataka Education Act, 1983, educational institutions are free to prescribe uniforms for their students. While government, aided and private schools prescribe shirts, shorts or trousers for boys, most private school administrations prescribe skirts for girls.

Wearing Churidar (Salwar Kameez) is mandatory in Kendriya Vidyalaya schools. Skirt is a part of uniform for all government, aided girl student. But they feel uncomfortable while traveling in buses, walking in crowds, cycling and playing in the field. They had complained to us about this. We can see many cases of sexual harassment of girls.

Therefore, it is better for female students to wear trousers and Churidar (Salwar Kameez) instead of skirts for safety and well-being. The Deputy Director of Women and Child Development Department of Kalaburagi district has submitted a proposal to KSCPCR saying that this is also public opinion.

The same proposal was submitted by KSCPCR President K. Naganna Gowda to DSEL and requested to take necessary action. The skirt is uncomfortable for girl students while sitting, playing, cycling and other activities. We see various cases of teenage pregnancy, sexual harassment of girls in and out of school.

So, we gathered the opinion of female students on this topic. Most of the female students expressed the opinion that it is better to wear pants or Churidar (Salwar Kameez) than skirt. Therefore, we have submitted a proposal to DSEL and are awaiting their response,” said KSCPCR Chairman K. Naganna Gowda.
