In order to increase the pass percentage in SSLC examination, the Karnataka Administrative Reforms Commission- II has recommended to the state government to reduce the passing marks out of the total 80 marks from the present 28 marks to 20 marks. Former Chief Secretary T.M. Vijay Bhaskar-led committee submitted its fourth and fifth reports to Karnataka Chief Minister Basavaraja Bommai on Friday. According to the Commission, the total enrollment ratio of children admitted to Pre-University (PU) classes is the lowest among all South Indian states. The main reason for this is students failing SSLC exams.

When other children from other states can do well, why can’t our children? Vijayabhaskar spoke to media after submitting a report containing 1,609 recommendations to the Chief Minister. A large number of students belonging to SC/ST fail the SSLC examination. The report pointed out that this would increase the overall low pass percentage.

The committee recommended introduction of internal assessment for SSLC and PUC students on the pattern of neighboring states. In SSLC and PUC examinations, multiple choice questions (MCQs) have been given for 15 marks in Science subjects and 20 marks in Social Science and Language subjects. The report highlighted the dropout rate of students between first PUC and second PUC classes.

Further, the committee recommended merger of junior primary schools, senior primary schools and high schools within a radius of 100 meters. Currently, there are thousands of schools in different buildings within a 100 meter area.

Students who complete their studies in junior primary schools and wish to join senior primary schools have to obtain a transfer certificate and then take fresh admission. In the process, students are likely to drop out of school. We are not recommending closing schools. However, it said that merging the two schools would help students study without any hindrance.
