Major Changes In Mobile Recharge Rules: Here’s What You Need to Know

The Telecom Regulatory Authority of India (TRAI) has introduced new regulations aimed at benefiting millions of mobile users. Telecom operators will now be required to offer affordable recharge plans that include only voice calling and SMS services, without mandatory mobile data.

This change will allow customers using Reliance Jio, Bharti Airtel, and Vodafone Idea (Vi) to choose lower-cost plans that better match their needs. Under the revised regulations, telecom companies must provide standalone voice and SMS plans alongside all existing recharge packs of 30 days or less that currently include voice, SMS, and mobile data.

Since these new plans will not include internet data, operators are required to price them significantly lower than regular bundled recharge plans. In addition, telecom providers must introduce at least one long-validity voice and SMS voucher to complement their long-term recharge offerings.

Recharge on the Same Date Every Month:

Another key reform requires telecom operators to introduce at least one voice and SMS plan that renews on the same date every month. If the chosen date does not exist in a particular month—for example, the 30th or 31st in February—the plan must automatically renew on the last day of that month. This will eliminate the confusion users often face in tracking varying recharge dates.

Why TRAI Revised the Rules:

Telecom Regulatory Authority of India (TRAI) observed that most voice and SMS special vouchers offered by telecom operators were available only with long validity, leaving low-income users with very few affordable short-term options. To address this issue, the regulator released the draft Telecom Consumer Protection (13th Amendment) Regulations, 2026 for public consultation on April 7, 2026.

The draft received 1,132 responses from consumers and stakeholders. Following an open discussion held on June 15, 2026, along with an internal review, TRAI finalized the new regulations.

The new rules are expected to benefit senior citizens, users who primarily rely on Wi-Fi, and customers who use their phones mainly for voice calls. Importantly, the objective is not to convert all existing 28-day recharge plans into 30-day plans.

Instead, the regulations are designed to ensure that users no longer have to pay for mobile data they do not need and can access affordable monthly voice and SMS recharge options that better suit their usage patterns.
